Potential Tropical Cyclone 3 is expected to make landfall early Thursday along the upper Texas coast and affect south Louisiana and southeast Texas. Heavy rains of 6-8 inches could cause flooding in those areas. Maximum winds are expected to be 20-30 mph, with gusts to 40 mph.

Restoration workers in Louisiana and Texas are prepared to respond to potential outages caused by the storm. Additionally, company workers in Arkansas and Mississippi are ready to relocate to the affected area if needed.
